CSCEC prioritizes technical talent development by establishing training bases, creating specialized courses, and delivering customized programs. These initiatives provide employees with skill-building and knowledge-sharing opportunities, strengthening individual expertise and advancing Malaysia's construction technology. 

Leveraging its construction expertise, CSCEC launched the Up We Build College (UWB College) as a core platform for workforce development. Through blended online and offline training, it offers courses in new employee induction, safety management, technical skills, compliance, and cross-cultural understanding—aimed at building a high-caliber team of technical and managerial professionals. Aligned with Malaysia's industry needs, CSCEC also delivers localized training in business, engineering, Chinese construction culture, and cross-cultural collaboration. By combining theory with hands-on practice, the programs expand employees' professional knowledge and practical capabilities. With support from Malaysia's Ministry of Human Resources, CSCEC is certified as a licensed vocational training provider.

By the end of 2024, the company had delivered over 50 training sessions in language skills, HR management, and electrical engineering, reaching more than 3,600 participants.
